The government is planning to amend the Civil Nuclear Liability Damage Bill following a broad consensus arrived with major opposition parties. Talking to reporters in New Delhi today, Minister of State for Atomic Energy Prithviraj Chavan said most of their concerns of the left parties are also addressed in the proposed changes. The minister said that the only demand of the Left parties that the compensation amount should be raised to 10 thousand crore rupees from 500 cr. rupees has not been accepted. He said eighteen amendments will be moved. He said that the amendments include the change in the clause regarding the liability of the operator and the supplier. Under this, the operator cannot pursue the supplier till he pays the compensation to the victims in case of any unforeseen accident. Mr. Chavan said the operator can start litigation with the supplier only after the payment. He said the nuclear power plants have been categorized as large power plants, research reactors and fuel cycling facilities. He said the changes also include the payment of compensation within three months and the Commissioner of Claims to be of a particular level. The payment of compensation to the victims will be besides the relief and rehabilitation package. Giving details about the 6 new nuclear power plants in Mahastra, he said 10,000 MW of power will be generated in one location. Underlining the need for a domestic law on nuclear liabilities Mr.Chavan said that had such a law been there in place, the victims of the Bhopal Gas tragedy would not have to run from pillar to post for their compensation. He said the proposed law make only one person that is the operator liable for the prompt time-bound payment to the victims in case of any accident. He said the Bill is likely to come up for consideration of Parliament next week.Earlier in the day, the Union Cabinet has approved the recommendations of the Parliament Standing Committee on nuclear liability bill, which provides for three-fold increase in the operators liability from 500 crore rupees to 1500 crore rupees in case of a nuclear accident.
