The Prime Minister today said that the government has an open mind on the Nuclear Liability Bill. <br/><br/>Speaking on the sidelines of Padma Award presentation function at Rashtrapati Bhawan today, Dr. Manmohan Singh said that if there are any deficiencies, they can be discussed to resolve the differences. He said that the bill after the intorduction can be sent to the Standing Committee. <br/><br/>The government had deferred the introduction of the bill in the first part of the budget session, although it was listed on the agenda of the Lok Sabha ion the 15th of this month. Replying to a question on the setting up of the National Advisory Council, Dr. Singh said that it will bring a new dimension to the functioning of the government.<br/><br/>The nuclear liability bill, a key step to operationalise the landmark Indo-US deal, does not fix any cap on liability of the operator in case of a nuclear accident while ensuring quick relief to victims. Government sources explained the liability of 500 crore on the operator stipulated in the Civil Liability for Nuclear Damage Bill can be enhanced.<br/><br/>It is to be recalled that the BJP and the Left parties have blocked the introduction of the bill in the Lok Sabha, saying the nuclear plant operators were being let off with a meagre liability in case of such an eventuality. <br/><br/>In the face of strong opposition, Government postponed the introduction of the Bill and now it will be sent to Parliamentary Standing Committee for consideration. <br/><br/>Meanwhile, Samajwadi Party today said, the Nuclear Liability Bill had several loopholes and it should be whetted by a select committee with representatives from all parties before it is introduced in Parliament. Party Leader Mohan Singh also said, his party will join the Left and the BJP to bring a cut-motion on the Budget that may put to test the strength of the ruling UPA coalition in the Lok Sabha.
