Govt. decides to defer the introduction of Nuclear liability Bill

The Government has decided to defer the introduction of the contentious Civil nuclear liabilities Bill which was listed in yesterday’s agenda for the Lok Sabha. Shortly before the Bill was to be introduced in the Lok Sabha, Speaker Meira Kumar told members that Minister of State for Science and Technology Prithviraj Chavan had informed her that th Government did not intend to introduce the Bill .The move came in the back drop of stiff opposition by the BJP and the Left which had given notices on their objection to the Bill.<br/><br/>AIR correspondent reports that If the BP and left were on the same side of the fence on getting the women’s reservation bill passed in Rajya Sabha , they have joined their hands this time to oppose the nuclear liabilities Bill even the UPA partner Trinamool congress has reservations over the Bill . The proposed bill seeks to cap the liabilities payable by the nuclear power plant operator to 500 crore rupees. In case the damages amount to more than that, the Government will pay the balance, subject to the limit of 300 million sdrs which is over 2100 crore rupees. The bill is considered essential for civil nuclear commerce as sources feel without this key legislation, foreign companies will hesitate investing in India’s civil nuclear field. The Left has dubbed the bill harmful piece of legislation meant to serve the interests of the United States and its nuclear industry. BJP alleged that the Bill was being brought under U.S. pressure mainly to keep American multinationals from paying any liability and making the Indian government liable to pay in case of an accident. The government on the other hand says the proposed bill puts in a legal frame work for the first to pay compensation and law would provide speedy compensation to victims prevent operators from passing the buck to suppliers and was in line with NORMS in other countries.
