The government is actively considering the proposal to bring legislation on appointment of Lokpal. The bill seeks to establish an institution of Lokpal for dealing with complaints of corruption against certain public functionaries in high places. Giving this information in a written reply in the Rajya Sabha on Thursday, the Minister of State in the PMO, Mr V Narayanasamy said the government has introduced Lokpal Bill 2011 in the Lok Sabha on 4th of this month.He said the bill provides for establishment of Lokpal institution with its own investigation and prosecution wing, conferring the Lokpal with powers of a civil court for enforcement of attendance and empowering the Lokpal to make searches and seizures and also to attach property, which prima facie, has been acquired by corrupt means. Highlighting the objects of the proposed bill, the Minister said the Lokpal bill will consist of Chairperson and not exceeding eight members, of which half of the members of the Lokpal shall be judicial members. The Chairperson would be from judiciary and only a serving or retired Chief Justice of India or a judge of Supreme Court could be eligible for being appointed as Chairperson. The Minister said the Selection committee, headed by the Prime Minister, will include Lok Sabha Speaker, Leaders of Opposition in both the Houses of Parliament, one cabinet minister, one sitting judge of Supreme Court, one sitting Chief Justice of a High Court, one eminent jurist and one eminent person.
