The government today said that it is contemplating to reduce the strength of security forces in Jammu and Kashmir by 25 per cent in the next 12 months. The Home Secretary G K Pillai said in New Delhi today that once peace prevails and violence, the forces can be deployed only at the border to prevent infiltration. He also said that the discussions are on to see which areas can be declared as non disturbed ones in urban and other areas where the Armed Forces Special Powers Act does not apply. He was speaking to reporters on the sidelines of a seminar on way forward on Jammu and Kashmir at Jamia Milia Islamia. Mr. Pillai said that India has suggested that instead of the 15 day permit to the people from Kashmir and POK to visit their families across the LoC, multilateral entry permit should be issued for six months, once police verification is done. Replying to another question, Pillai also said that the interlocutors on Jammu and Kashmir are expected to submit their report on political resolution of the problem by April end. He also said that the bulk of the people want their local problems to be resolved and this can be done through governance and devolution of power at the lowest level. He said that is why the centre and the state are keen for holding Panchayat elections.
