‘Govt announces seven-point terms of reference for Telangana committee

The government today announced a seven-point terms of reference (ToR) for the Telangana committee. The five-member committee, headed by Justice B N Srikrishna, will examine the situation in Andhra Pradesh with reference to demand for a separate state of Telangana as well as the demand for maintaining the present status of united Andhra Pradesh.<br/><br/>The Terms of reference said it will review the development in the state since its formation and their impact on the progress and development of different regions of the state. The committee, includes Ranbir Singh, Abusaleh Shariff, Ravinder Kaur and former home secretary Vinod K Duggal as member-secretary.<br/><br/>AIR correspondent reports the panel will consult all sections of people in Andhra Pradesh, especially political parties, on the demand of a separate state. It has been asked to submit its report by December 31st this year. The terms of reference set today for the five-member committee headed by Justice Sri Krishna constituted earlier in this month by the Union Home ministry have evoked mixed reactions among political parties in Andhra Pradesh.<br/><br/>The ruling Congress party has welcomed the terms of reference saying reasonably good and convincing while the opposition Telugu Desam Party and Telangana Rastara Samithi have rejected the terms of reference stating that it was yet another attempt to keep the Telangana issue in cold storage.<br/><br/>Congress spokesperson A. Rambabu said all parties should welcome the terms of reference as the 10 months period is reasonably sufficient and the term of reference has given scope for wide ranging discussion to reflect opinions of a cross section of people.<br/><br/>The TRS president K Chandra Sekhara Rao said the terms of reference were not conducive for the formation of Telangana state. Stating that his party would oppose the terms of reference, he said the time frame was not at all acceptable. Chandra Sekhara Rao said, development was never a contentious issue rather agitations took place for self governance and self-respect of Telangana people.<br/><br/>Former Union Minister and BJP senior leader Ch Vidyasagar Rao said all the terms of reference were already had been widely discussed and they are only indicators that the centre had gone back from its word for formation of separate Telanganan state.<br/><br/>TDP leader and former Member of Parliament Dayakar Rao said the centre has completely changed the process by choosing the terms of reference and opening up yet another discussion on the basic issue. Stating that TDP has lost its confidence on the committee, he said his party would agitate for separate state for Telangana again. <br/><br/>Andhra Pradesh Congress Committee President D Srinivas has urged all political parties and sections in the state to cooperate with the centre to enable the Sri Krishna Committee to function in an impartial way and complete its task before time.<br/> <br/>Welcoming the terms of reference set for the Committee by the centre, the PCC president has said the terms of reference are in line with the constitutional requirements. Stating that every section in the society would now get an opportunity to put forth its opinion before the committee, he asked all sections including political parties and students to cooperate with the Government.<br/><br/>Meanwhile, the Telangana Rastra Samithi leaders have decided to resign for their posts in protest against the terms of reference set for the Justice Sri Krishna Committee by the centre today. <br/> <br/>Addressing a press conference in Hyderabad this afternoon, TRS President K Chandrasekhara Rao has said the two Lok Sabha members including himself, along with all the 10 MLAs and one MLC would submit resignations in a prescribed form to the Lok Sabha speaker and Assembly speaker.<br/><br/>Stating that the people of Telangana have been deceived once again, the TRS president has said there was no other option left for them except agitating for a separate state Telangana.
