The government has formulated a five pronged strategy to deal with the menace of black money. A task force has been set up for the purpose. Addressing a press conference in New Delhi today the Finance Minister Mr. Pranab Mukherjee said that the panel has been asked to give the recommendations as soon as possible. The task force has been asked to look into the issues of creating an appropriate legislative framework, setting up of institutions for dealing with illicit funds, developing systems for implementation and imparting skills to the manpower for effective implementation. It has also been asked to suggest ways and means to join the global crusade against black money. Dismissing opposition charge that the government is hiding the names of those who have deposited black money in foreign banks, Mukherjee said that the Supreme Court has been given the names in a sealed cover and their names will be known only when the prosecution starts. Referring to the reports of United States getting information from Swiss Banks, on black money Mr. Mukherjee said that it was an out of court settlement between the United Bank of Switzerland and the US. He asserted that Swiss government has not shared information on black money with any government so far. He said that no information can be made available unless there is legal framework and no sovereign country is going to share information on black money.Mr. Mukherjee said that there are no reliable estimates about black money both inside and outside the country. Responding to a series of questions, Mukherjee said that the current study by the global financial integrity has estimated the present value of illicit money outflow to be to the tune of 462 billion US dollars. He however made it clear that these are based on unverifiable estimates.In reply to a question on the reports about black money deposits of Hasan Ali in Swiss banks, Mukherjee said that the government is examining the case and the investigation is continuing.
