Govt. accepts recommendations of Liberhan Commission report

The Government has accepted the recommendations of the Liberhan Commission report tabled in Parliament on Tuesday. The report tabled along with an Action Taken Report (ATR) calls for setting up of regional tribunals in four corners of the country for ensuring swift prosecution and effective implementation of the law. Responding to the recommendations, the ATR envisages setting up of special courts for prevention of communal violence in the country. While the report suggests setting up a criminal justice commission to monitor the performance of all law enforcement agencies and apply corrective measures, the ATR says law commission will be approached to study the desirability of setting up of such a commission. Regarding cases arising out of the demolition of the structure at Ayodhya, the ATR refers the cases filed against eight prominent BJP and RSS leaders and 47 other cases in the Raibariely court, and assures to take steps to expedite the hearing of these cases. Coming down heavily on mixing religion with politics, the commission has recommended exemplary punishment for such misuse to acquire political power. The Report says that specialised investigation squads need to be formed under the state criminal investigation agencies to vigorously investigate criminal offences committed during the riots. It also says government should not be allowed to withdraw charges relating to criminal violence. The ATR however rejected the recommendation that National Integration Council be conferred with statutory powers on the ground of being impractical. The Commission has also suggested debarring NIC members from holding any constitutional office or office of profit or from participating in any political activity.

Speaking to reporters after tabling the Report in the two Houses, the Law Minister Mr. Virappa Moily said that no recommendation in the report has been rejected. It has been either noted or accepted. Mr. Moily said government may go beyond recommendations and pick up from the conclusions also. He said Liberhan commission was a fact finding mission and it is for all concerned to take action on that. Mr. Moily said that the 68 persons have been indicted in the action taken report and government will take positive action in this direction.
