Observing that almost eight months have passed since the Maharashtra Government sent a list of legislators for nomination to the state council, the Bombay High Court on Friday said that governor Bhagat Singh Koshyari must end this impasse by either accepting or rejecting the proposal.<br />'' <br />'' Stating that the seats in legislative council cannot be kept vacant on an indefinite basis, the court said the Governor has a constitutional obligation to decide within a reasonable period of time about the government's proposal. Clarifying that the governor is not answerable to the court, a division bench of Chief Justice Dipankar Datta and Justice G S Kulkarni, however hoped that Mr. Koshyari will set things right as early as possible. It added that misunderstanding or miscommunication, if any, between two constitutional authorities must be made known to each other so as to iron out the differences.<br />'' <br />'' The court was hearing a petition filed by Nashik resident Ratan Soli Luth seeking directions for the governor to decide on the nominations submitted by the state cabinet. While the term of legislators from the governor's quota in the Council expired in June last year, the cabinet sent its list of nominees only in November.<br />''  <br />
