The Global summit on cluster bombs opened in Vientiane, capital of Laos, today. Delegates from more than 100 countries and dozens of international organizations and non-government organizations are attending the Summit. The four-day meeting, the first of its kind since the Convention on Cluster Munitions – CMM – entered into force on August 1 this year, will lay the foundation for implementing the Convention and translating its obligations into actions. Some key documents are expected to be signed by participating delegates. The CCM prohibits the use, production, development, acquisition, stockpile and transfer of cluster munitions, sets deadlines for their destruction and clearance of contaminated land, and obliges states to support survivors. Over 100 countries have so far signed the convention banning cluster munitions.
