NATO says it will not consider offer of the cease-fire and negotiations by the Libyan leader, Muammar Gaddafi until his forces stop their attacks on civilians. A NATO official said the Alliance wanted to see actions not words. In a televised address, Col. Gaddafi had called the international negotiations to stop air strikes against his country. Col. Gaddafi said they are ready to negotiate with France, Italy, Britain, United States, NATO, European Union and with any other party. His government earlier warned rebels in the besieged city of Misrata that they have four days to lay down their arms or face an all-out assault.
