France joined India in pressing Pakistan to actively prosecute the perpetrators of of Mumbai terror attacks expeditiously. Terrorism emanating from Afghanistan and Pakistan was among the issues that were discussed by Prime Minister Manmohan Singh and French President Nicolas Sarkozy on Monday. Both of them have expressed concern over the continuing existence of safe havens and sanctuaries for terror groups in these countries. The two sides also called for enhanced operational cooperation to combat terrorism. Later at a joint press conference Mr Sarkozy said that Pakistan must fight terrorism in determined manner and lauded India's effort to normalise relations with Pakistan despite public opinion against it. France also urged Islamabad to live in peace along side with India. The two countries have signed a general framework agreement paving the way for construction of French nuclear reactors in the country. They have also signed four other pacts for deeper bilateral cooperation in the atomic energy sector. The agreements were signed after the delegation level between the visiting President of France Nicolas Sarkozy and the Prime Minister Dr Manmohan Singh in New Delhi. Under the general framework agreement between Nuclear Power Corporation of India Limited (NPCIL) and French company AREVA nuclear power plant (NPP) units will be constructed in Jaitapur in Maharashtra. An Early Works Agreement' was also signed in this regard. The other agreements on cooperation in this sector include Protection of Confidentiality of technical Data and Information relating to Cooperation in the Peaceful Uses of Nuclear Energy and an agreement concerning intellectual property rights on the development of the peaceful uses of nuclear energy. A pact on Cooperation in the field of earth science and climate change was also signed and an agreement on film co-production. Describing France as one of the most important and reliable defence partners, Dr. Manmohan Singh said that it has agreed to provide technical expertise for modernizing Defence sector in India. During their over one and half hour meeting apart from the bilateral matters, the two leaders discussed various regional and global issues of common concern. These included situation in Afghanistan, Pakistan, Iran, Myanmar, Terrorism and climate change. India and France have set a trade target 12 billion Euros by 2012. Two agreements to enhance business ties and a Letter of Intent to encourage business and trade in the field of food processing and agriculture were also signed. France has also made a commitment to invest 10 billion Euros in India by 2012. The two sides have also laid down a road map for their future partnership not only strategic relations but their role in regional and global fora like G-20, UN Security Council and in the fight against terrorism. Tight security arrangements have been made for French President Nicolas Sarkozy's day-long visit in Mumbai today. Sarkozy along with his wife Carla Bruni is scheduled to land at the Chhatrapati Shivaji Terminus airport this morning at around 10.40 am. The French President will first lay wreath at the Police Memorial on Marine drive in memory of the brave personnel, who lost their lives in the 26 November, 2008 Mumbai terror attacks. Gun-totting policemen have been deployed on residential and commercial buildings along the road route of the French President. Later, the French President will take part in a special memorial service to be held at the Oberoi Hotel, where he is also expected to make an address. The final programme in Sarkozy's Mumbai itinerary will be an address to business leaders jointly organised by industry bodies CII and FICCI. The event will be held at Hotel Taj Mahal Palace . It would be attended by Indian and French business leaders. Both the luxury hotels, Oberoi and Taj, were terror targets during the 26/11 carnage. Sarkozy is scheduled to fly back to France after the one-hour meeting with business leaders, though it was not clear if there will be any definite agreements signed during the meet. This is the second visit of Mr. Sarkozy to India in the last two years. He was chief guest at the Republic Day celebrations and his visit had taken place just eight months after assuming office. Meanwhile, French First Lady Carla Bruni met HIV positive mothers, children and activists in New Delhi. President's wife Carla assured them that the issues concerning their rights and well being would be raised by her at world fora including the European Commission. French First Lady, who reportedly lost her brother to HIV-related complications in 2006, is the ambassador for Geneva-based Global Fund that invests in fight against AIDS, Tuberculosis and Malaria.
