Framing of laws by judiciary: Constitution Bench to hear plea

The Supreme Court today referred to a Constitution bench the issue of whether judiciary can frame laws. It also noted that courts do not have the expertise to pass orders to the government on issues like high prices and unemployment. A two-judge bench of Justices Markandey Katju and Asok Kumar Ganguly made the reference to a five-judge Constitution bench on whether courts can frame and implement laws which are under the exclusive domain of the legislature and the executive. The Court made this remarks while hearing matters relating to students' unions and its elections following a petition by principals of several colleges affiliated to Kerala universities.<br/><br/> <br/><br/><br/>
