Finance Minister Pranab Mukherjee today urged the Centre and States together to achieve inclusive growth in the 12th five year plan. Addressing a function in New Delhi today, Mr. Mukherjee emphasised the need to take forward the multi-pronged strategy so as to address the concerns of equity and inclusion. The Minister said that the 12th plan will focus on improving access to essential services in health and education especially for the poor and empowerment through education, skill development and training.The Minister noted governance failures and corruption in the system affect the poor disproportionately. The Minister noted despite some setbacks and challenges, there is a sense of renewed confidence in the country's economic abilities. He said that county has sustained high economic growth. He however said in the complex globalised scenario, the policy challange lies in being proactive, alert and sensitive to the uncertainties of global developments. Mr. Mukherjee asserted that the country is keeping up its growth momentum going despite significant uncertainties emanating from the Euro zone and weak global investment sentiments. The Minister said that the Indian economy has become remarkably resilient to both external and domestic shocks. It managed to moderate the decline in GDP growth during the global economic downturn precipitated by the financial crisis in the developed world and then recovered rapidly in 2010-11. Stating that in the past few years composition of tax collection has seen significant buoyancy and improvement over the years, the Minister said that the process has to be taken to its logical end with the implementation of the Direct Tax Code and the Goods and Service Tax.
