Finance Minister Arun Jaitley has justified Union Cabinet's decision to impose President's rule in Uttarakhand citing constitutional crisis in the State. He said, there can be no better example of imposition of President's Rule as there was a complete breakdown of the Constitution in the State.<br/><br/>Briefing reporters this afternoon in New Delhi, Mr Jaitley said, the Union Cabinet met under the Chairmanship of Prime Minister yesterday and discussed reports of Uttarakhand Governor and finally decided to recommend to the President for imposition of President's rule. He said, the State Assembly has now been kept under suspended animation. Mr Jaitley said, the Harish Rawat led Congress government has been functioning unconstitutionally as it should have resigned immediately after it failed to pass the appropriation bill in the Assembly on 18th of March. He said, it was an unprecedented situation in the Assembly when a Speaker declared a failed bill as passed. Mr Jaitley said, no government can continue after appropriation bill fell through. <br/><br/>Mr Jaitley also said, the Centre will have to make provisions to meet the expenditure of State Administration during the next three days as the Budget of the State has not been passed.'<br/><br/>Responding to Mr Rawat's allegations that BJP had destabilised his government by resorting to allurements,<br/>Mr Jaitley questioned the credibility of his remarks who himself has been caught on camera offering positions and money to rebel Congress MLAs. Mr Jaitley also accused the Speaker of using the Anti-Defection Law discriminately with regard to rebels of BJP and Congress and said he should not stay in office even for a day.
