Union Law and Justice Minister Mr Veerappa Moily has said that the first draft of the Bill to make Right to Justice a fundamental right, has been prepared. He said, once it is cleared by the Cabinet, the Bill will be introduced in Parliament. Addressing a press conference, Mr. Moily said that the aim of the bill is to provide a time bound, cheap and quality justice.Mr. Moily said that access to quick and quality justice has been a focal point and his Ministry has embarked on a mission mode programme for delivery of justice and legal reforms. He said that various programmes have been taken up to bring down pendency in Courts from 15 to three years. He said that cases of 2.5 lakh out of an estimated three lakh under trial cases were decided between 26th of January to July 31st, last year.In reply to a question on the case regarding the BSP MLA in Uttar Pradesh, who allegedly raped a minor girl, Mr. Moily said there is need to deal with such cases immediately and ensure that the offender is punished mercilessly.
