Police in Brazil say 12 people including the director of a World Cup hospitality company have been formally accused of illegal ticket selling. Ray Whelan, who works for FIFA partner company was arrested with several other people in Rio de Janeiro last week, accused of selling tickets allocated to team officials and sponsors. Police say an international gang earned as much as 90 million dollars per tournament and could have operated in four World Cups.
