The five technical committees of National Conference on sustainable Agriculture and farmers welfare, in Gangtok, have recommended various measures to bring changes in Agriculture sector in the country. These five committees were formed to discuss issues mainly on Investment in Agriculture; Convergence of schemes; sustainability through organic agriculture and soil health management; National Agriculture Market and reforms on crop insurance and credit flow to Agriculture.<br/><br/> These committees presented their report before Prime Minister during last session of the conference yesterday. The committee on investment in Agriculture expressed its concern that public investment in agriculture is stagnant and growth rate is only 11.4 percent for many years. It recommended to launch a scheme like Pradhan Mantri Kisan Dhan Yojana to enable farmers to access crop loan in Jan Dhan account. <br/><br/>It also suggested for reduction in subsidy for Urea. Another committee on convergence of schemes suggested to create an irrigation grid to tap all sources of water to provide irrigation facility to all farm lands. It also appealed to government to provide extra budgetary support for agriculture. The committee on sustainable agriculture advocated for concentrated National mission for organic farming with single window facilitation to farmers.<br/><br/> The expert group on Agriculture market presented their report while mentioning that county's agriculture market is divided into Twenty five thousands mandis (markets). It strongly recommended that agriculture markets should be integrated and national e- market plan should be implemented in a big way. The committee on credit flow to Agriculture and crop insurance said, small farmers must be linked with banking system and monitoring of credit flow should be a priority for government. <br/><br/>During his address at the conference yesterday, Prime Minister Narendra Modi also mentioned technical groups' suggestions and advocated reforms in agriculture sector. He said, all states should take some concrete steps on the suggestions of these committees. He said, the outcome of the deliberations and these five committee reports should be remembered as Sikkim declaration.
