Expert panel recommends removal of plan & non plan distinction in Budget

An expert committee set up by the Planning Commission has recommended removal of plan and non plan distinction in the Budget. Releasing the Report in New Delhi on Thursday, the Chairman of Prime Minister's Economic Advisory Council , Dr. C. Rangarajan said that shift in budeting approach is needed to achieve the desired objectives .Dr. Rangrajan added it will also ensure proper and timely implementation and monitoring of the centrally sponsored programmes and other schemes across the country. He said that the Committee asked for adopting a holistic view on expenditure .This will require changes in organisational structure besides appropriate interventions in human resource development and information technology. Speaking on the occasion, the Deputy Chairman of Planning Commission Montek Singh Ahulawalia said that the plan panel will hold consultations with several central ministries including finance besides the state governments for taking their inputs to ensure that the desired objectives as recommended by the Committee are achieved. Montek Singh Ahulwalia said that the new approach advocated by the Committee will ensure better delivery of services particularly in the areas of health, education and infrastructure development. The requirement of man power like teachers and doctors is important for success of these schemes. The high level committee has recommended that public private partnership of any ministry or department must be treated as capital expenditure.
