In Bihar, tight security arrangements have been made for the fourth phase of assembly election and by- election of Banka parliamentary constituency is to be held tomorrow. Forty two Assembly constituencies spread over eight districts will go to the polls in this phase. By-election to Banka parliamentary constituency was necessitated following the death of sitting MP Digvijay Singh on the June 24 this year.AIR Patna correspondent reports that most of the areas are naxal affected. The polling will start at 7 a.m. and will continue till 5 p.m. except 14 naxal affected constituencies it will end at 3 p.m. The naxal affected constituencies are Jamui, Jhajha, Chakai, Sikandra, Belhar, Katoria, Jamalpur, Tarapur, Suryagarha, Alauli Bachwara, Teghra, Begusarai and Bakhri.State Director General of Police Neelmani told AIR that jawans of central para military forces have been deployed on all booths. Inter-district border has been sealed to prevent any infiltration of anti social elements. Satellite phones are being used to monitor the movements of naxal activities.Four BSF helicopters will be pressed into service for air surveillance. The Election Commission has strictly instructed the polling parties to be only with security personals. AIR correspondent reports that tomorrow poll is crucial for the administration as well as the political parties.Chief Electoral officer Sudhir Kumar Rakesh has appealed electorates of the state not to be scared and come in large numbers to exercise their right of franchise. Mr Rakesh said that Observers and Micro Observers have been appointed to ensure free and fair polls. Over one crore electorates will decide the political fortune of 568 candidates including 58 women. Seven candidates are in the fray for the Banka Parliamentary by-poll.Prominent contestants include candidates whose electoral fate will be decided include four Ministers Ashwani Kumar Choubey,Nand Kishore yadav,Ram Narayan Mandal and Damodar Rawat.Congress is contesting on all seats. BSP is contesting from 40 constituencies. while Janta Dal ( United) is contesting from 25 seats, all BJP is contesting is remaining 17. RJD has fielded candidates in 26 and its ally LJP in 16. CPI is contesting from13 seats and CPM is in contest in 6 seats.Meanwhile re polling at one booth at Mahnar assembly constituency was passed off peacefully today.Rich tributes paid to former Prime Minister Indira Gandhi on her 26th martyrdom day; Indira Gandhi National Integration award presented to music director A.R. Rehman and Ramakrishna Mission Ashram, Narayanpur.After visiting several constituencies in Bhagalpur, Munger and Lakhisarai district our correspondent Sunil Shukla reports that polling parties and security forces reached their polling centres. Security forces are engaged in checking of vehicles getting entry in the towns. In Bhagalpur city police personnel are conducting checking of even two wheelers at several places. Candidates and their supporters are engaged in door to door contacts and their booth management. Due to strict implementation of model code of conduct posters and banners of political parties are missing in most of the areas. The election commission has put up its banners at several places even in remote areas making appeal to people for cast their votes. In Bhagalpur a total of 107 candidates are in fray from seven constituencies. In Munger a total of 51 candidates are trying their political luck from 3 seats while in Lakhisarai a total of 30 candidates are in fray from 2 seats. In Munger and Lakhisarai districts special precautions have been taken at 3 Naxal hit segments including Tarapur, Jamalpur and Suryagarha where poling will be held upto 3O Clock. In all three districts preventive actions have been taken against several persons. Interstate border with Jharkhand and inter district borders are sealed and police patrolling has been intensified. Political prestige of several stalwarts including former Speaker of state assembly Sadanand Singh, state government minister Ashwini Choubey, RJD leader Shakuni Chaudhary and former MP Subhodh Rai is on stake in this area.
