<br/>The Chief Election Commissioner, Mr Navin Chawla has said that the biggest challenge before the Commission is to ensure greater participation of voters in urban centres in the democratic exercise.<br/><br/>In an exclusive interview to All India Radio today, Mr Chawla expressed dismay at the low voter turn out in the 2009 general elections in Mumbai.<br/><br/>He said that the Commission is facing manifold challenges with increase in the number of political parties and the rise in literacy level.
