Election Commission has directed the Cabinet Secretary to follow and ensure adherence of guidelines regarding Model Code of Conduct in five poll bound States. The move came after the Commission observed that in certain cases, central ministries particularly Finance, Defence and NITI Aayog took decisions without referring the matter to it, which have effect of level playing fields. <br/><br/>In a letter to the Cabinet Secretary, the Commission expressed concern in the matter and directed to issue necessary instructions to all the Ministries and Departments to strictly adhere to the guidelines. It also said, the provisions of MCC and instructions issued by it provides that the party in power whether at Central and or in State will ensure that no cause be given for any complaint that it uses its position to further its prospects in any elections.
