External Affairs Minister Dr. S Jaishankar said that he has productive discussions with foreign affairs secretary of the Philippines. In a tweet, Mr, Jaishankar said, India and Philippines are entering in a new phase of partnership. <br />'' <br />'' He said, it is based on the mutuality of national security and development aspirations.
