Delhi Special Police Establishment (Amendment) Bill introduced in LS

The Delhi Special Police Establishment (Amendment) Bill, 2014 was introduced in the Lok Sabha today. As per the new provisions, leader of opposition in the selection panel of CBI Director will be replaced by the leader of single largest party in the Lok Sabha. The bill seeks to address the situation arising from the fact that there is no designated leader of the opposition in the lower house at present. The Bill also makes a provision that no appointment will be invalid merely because of vacancy or absence of a member of the panel.

The Congress which is single largest party in the Lok Sabha could not get the post of leader of opposition due to lack of requisite numbers. Under the existing provisions, the CBI chief has to be appointed by the central government on the basis of recommendation of the selection committee headed by the Prime Minister, and comprising the LoP and the Chief Justice of India or a Supreme Court judge nominated by him, as members. Earlier, a committee headed by Central Vigilance Commissioner would recommend names for CBI Director.
