The Prime Minister has said that the spectre of nuclear terrorism is a formidable challenge facing the global community. Regretting that the global non-proliferation regime has not been succeeded in preventing nuclear proliferation, Dr. Manmohan Singh said that its deficiencies have had an adverse impact on our security. Inaugurating an international conference on peaceful uses of nuclear energy in New Delhi on Tuesday , Dr. Singh said that for global non-proliferation to be successful it has to be universal, non-discriminatory and linked to the goal of complete nuclear disarmament. He said that India is proud of its own non-proliferation record and it is committed to global efforts in preventing the proliferation of all weapons of mass destruction. The Prime Minister also reiterated India's commitment to a voluntary and unilateral moratorium on nuclear testing. He said that as a responsible nuclear weapon state, India will participate constructively in the negotiations in the conference on disarmament. Dr. Singh said that India has been sponsoring a resolution at the UN calling for steps to address the threat of nuclear terrorism. While reiterating India's commitment not to transfer sensitive technologies and equipment to other countries, the Prime Minister said that IAEA has a crucial role in promoting the peaceful uses of nuclear energy while reducing proliferation risks. Dr. Singh said that if the power of atom is used wisely for the universal good, the possibilities are unlimited but he warned that if that is not so, the consequences will be devastating for the peace and progress that all nations and people seek.The Prime Minister said that India's return to the international nuclear global mainstream is of high significance not only for the country but for global energy security as well. He said that if the country is able to manage its nuclear energy programme well, there is a potential to produce 4,70,000 MW of power by the year 2050. Dr. Singh said, this will sharply reduce the country's dependence on fossil fuels which will contribute in a big way to the global efforts to combat the impact of climate change.Addressing the conference, the Chief of International Atomic Energy Agency, IAEA, Dr. El Baradei said that the nuclear disarmament has moved back to top of the global agenda and hoped that the world will be freed of nuclear weapons.The Finance Minister, Mr. Pranab Mukherjee also released commemorative coins to mark the birth centenary of the Father of India's atomic energy programme, Dr. Homi Jehangir Bhaba.
