<br/>Victor Longer, a retired official of the Cabinet Secretariat, who played a pioneering role in developing defence information in the country and supported communication efforts during the Indo-Pak War of 1971, died in New Delhi today. He was 92. Longer was the author of many books on the Indian defence forces.
