Centre has made it clear that the decision on FDI in multi brand retail was taken by consensus and no state could decide for another or deprive them if they choose to go ahead with the reform measure. Commerce and Industry Minister Anand Sharma said in Chennai today that consensus must never be confused with unanimity. He said what we have done is fair democratic and respecting the very spirit of the constitution.
