December 16 gangrape: NHRC asks for impending reports of juvenile

The National Human Rights Commission has issued summons to the Delhi Chief Secretary, Delhi Police Commissioner and Union Home Secretary in connection with the impending release of the juvenile involved in the December,16,2012 Nirbhaya gang-rape case. The summons followed their failure to send reports on any pre-release and post release plan for the juvenile to the Commission. The Commission had issued notices to the three authorities on a complaint filed by the parents of Nirbhaya on 20th of last month calling for reports within two weeks. <br/><br/>Issuing conditional summons to them, the Commission has now asked them to submit the same by Monday or personally appear before it to explain the reasons. The parents of Nirbhaya had stated that the juvenile, who was largely responsible for the death of their daughter and was the most brutal amongst all the offenders, was supposed to be released sometime in December. The complainants had requested the Commission to recommend to the Government to prepare a plan to protect the citizens from such delinquent juveniles post their release and also to strengthen the extant laws on the subject.
