In a significant step towards fostering economic independence, the District Employment and Counseling Centre, DECC, of Pulwama District, distributed 13 small commercial vehicles and a Passenger Vehicle under the Mumkin scheme yesterday.<br />''<br />''The ceremony was inaugurated by Deputy Commissioner Pulwama, Dr. Basharat Qayoom who handed over the keys to the beneficiaries. The Mumkin scheme, part of the Mission Youth programme, is designed to empower unemployed youth in the Union Territory. Under the initiative, small commercial vehicles are provided with a 20 percent subsidy on the on-road price, jointly funded by the J&K Government and Vehicle Manufacturers.<br />''<br />''Till date, 266 cases have been approved under the Mumkin Scheme in the Pulwama district. The distribution of 143 small commercial vehicles on various occasions has already made a positive impact on the lives of beneficiaries.<br />
