Discussion on the issues relating to the setting up of Lokpal is in progress in both the houses of the Parliament with most of the political parties pledging support to the three demands out lined by the Finance Minister in his opening speech. Making identical statements at the beginning of the discussion in Lok Sabha and the Rajya Sabha, Leader of the House Pranab Mukherjee spoke about the three-key issues that Anna Hazare had raised and demanded to be discussed in the Parliament. They are citizen's charter, setting up of Lok Ayukatas at state levels and bringing lower bureaucracy under the ambit of the Lokpal. He also called for taking up other issues for setting up an effective and strong Lokpal. He proposed to adopt a resolution by consensus at the end of the debate. This he said may satisfy Anna Hazare to break his fast. Mr. Mukherjee said that the adopted resolution can be sent to the Standing Committee for its consideration. He however asserted to maintain that the supremacy of Parliamentary democracy and Constitutional framework. He outlined at breadth various sequence of events that occurred in the build up to the parliamentary discussion on Lokpal bill. Mr. Mukherjee wanted the members to consider whether Lokpal should have power to punish those who violate ‘grievance redressal mechanism. He also talked about the working of the joint drafting committee, response to the drafting process from various political parties, the introduction of Lokpal Bill in the Parliament and subsequent sending it to the standing committee of the Parliament. Mr.Pranab Mukherjee said that government all through has followed established procedures in introducing the Lokpal Bill. Mr Mukherjee said that the government has amply demonstrated that it is sensitive to the common man's concerns about corruption and renewed its pledge to bring an appropriate legislation in this regard. He said apart from this, government is committed to bring in transparency in the functioning of public offices. AIR Parliamentary correspondent reports that most of the political parties are in favour of the passage of the early resolution on the three issues outlined by the Finance Minister. Participating in the debate Leader of the Opposition in the Lok Sabha Mrs. Sushma Swaraj while pledging full support to the three demands also called for bringing Prime Minister in its ambit with except for national security and public order and also advocated to bring a separate legislation for setting up National Judicial Accountability commission.Mrs. Swaraj said that the appointment of the Lokpal should be handled by a panel which is not dominated by government. Sandeep Dixit from Congress strongly supported the points brought him focus by the Finance Minister and pleaded for sometime to prepare the required mechanism for operationalization of citizen charter. He also stressed the need to create a separate mechanism to deal with malpractices in corporate sectors and NGOs. In the Rajya Sabha the Leader of the Opposition Mr. Arun Jaitley said that while framing legislation, care should be taken so that there is no interference or overlapping powers between the Centre and the States. He opined that the appointment and performance of Judges cannot be left to judges alone. Mr. Ashwani Kumar, Union Minister and Senior Congress leader opposed the proposal of Prime Minister's inclusion in the Lokpal. Agreeing with the basic premise that Lokayuktas need to be appointed in all States to deal with corruption, he said it has to be implemented keeping in view the federal structure of the country. Several other prominent parliamentarians who participated in the debate of the two Houses, so far they include Mr. Sudeep Bandhopadhyay of TMC, Sharad Yadad , JDU, Revti Raman Singh ,SP, Dara Singh Chauhan, BSP, T.K. S. Elegovan, DMK, Sitaram Yechury, CPIM. The main points raised by them 90 days time line for setting up of Lokpal, criticism of media for reported one sided coverage of Anna fast. The debate is continuing. AIR correspondent adds that the chances of Anna Hazare breaking his fast have brightened with most of the parties agreeing to the three sticky points of the group and growing concern among them over the deteriorating health of the Gandhian.
