President Pranab Mukerjee has said that debate, dissidence and decision are important in the parliamentary function in the country. <br/><br/>Speaking at a function in Jaipur today, Mr. Mukerjee emphasized the importance of dissidence in the democracy. He said, every issue should be debated in the house where members can express their dissidences over the issue but finally decision is to be taken by the house. <br/><br/>He said, once the decision is taken, it is not the decision of the majority party or the ruling party, it is the decision of the house and the country. <br/><br/>The President was delivering a lecture on the topic of the Parliamentary System in India on the occasion of former Vice President Bharon Singh Sekhawat memorial lecture series in Jaipur. <br/><br/>He said, India is biggest democracy in the world where multiparty system exists and over 80 crore registered voters chose their representatives in the parliament and the legislative assemblies.<br/><br/>The President conferred the first Bhairon Singh Shekhawat Life Time Achievement Honour in Public Service on Sikkim Chief Minister Pawan Kumar Chamling. Mr Mukherjee lauded Mr Chamling's contribution to Sikkim which is emerging as a role model for other states.
