The Government is planning to amend the Civil Nuclear Liability Damage Bill following a broad consensus arrived at with major opposition parties. Talking to reporters in New Delhi, Minister of State for Atomic Energy Prithviraj Chavan said most of the concerns of Left parties have also been addressed in the proposed changes. The minister said the only demand of the Left parties that the compensation amount should be raised to Rs 10,000 crore from Rs 500 crore had not been accepted. He said 18 amendments are expected to be moved. These include the changes in the clause regarding the liability of the operator and the supplier. Under this, the operator cannot pursue the supplier till he pays the compensation to the victims in case of any unforseen accident. Chavan said the operator could start litigation with the supplier only after the payment. He said the changes also include the payment of compensation within three months and the Commissioner of Claims to be of a particular level. The payment of compensation to the victims will be besides the relief and rehabilitation package. The Minister said the nuclear power plants have been categoried as large power plants, research reactors and fuel cycling facilities.Giving details about the six new nuclear power plants in Maharashtra, he said 10,000 MW of power would be generated at one location. Underlining the need for a domestic law on nuclear liabilities, Chavan said had such a law been there in place, the victims of the Bhopal Gas tragedy would not have to run from pillar to post for compensation. He said the proposed law makes only one person that was the operator liable for the prompt time-bound payment to the victims in case of any accident. He said the Bill is likely to come up in Parliament for consideration next week.Earlier in the day, the Union Cabinet approved the recommendations of the Parliamentary Standing Committee on Nuclear Liability Bill, which provides for three-fold increase in the operators' liability from Rs 500 crore to Rs 1,500 crores in case of a nuclear accident.
