Darjeeling land scam: Army Chief promises due action under Army Act against four generals

Army Chief General Deepak Kapoor today promised due action under the Army Act against four generals allegedly involved in the Darjeeling land scam. He however made it clear that dispensing of justice will not be swayed by external considerations.Addressing a press conference on the eve of Army Day in New Delhi, he maintained that the defence forces are the only organisation that takes expeditious and judicious action once any irregularities are found.General Kapoor said in the Sukna land case he has received inputs in the form of Court of Inquiry (COI) and recommendations of the Eastern Commander and the legal advise of the Adjutant General at the Army Headquarters. Four generals– Military Secretary Avadhesh Prakash, Lt Gen P K Rath, 11 Corps Commander Lt Gen Ramesh Halgali and Maj Gen P K Sen– have been indicted by a COI for their role in allegedly issuing 'No Obejction Certificate' (NOC) to a private realtor.He said after due deliberations and analysis of the case, a set of directions has been issued but added that as disciplinary proceedings are on, it would not be proper for him to comment on the case. The Army Chief said that the case was brought to light by the Army itself and not by any agency outside.The Army Chief said, there has been increase in the infiltration bids from across the border and Line of Control in the last year and the terror infrastructure on Pakistani soil is intact. General Kapoor asserted that every effort is being made to push in terrorists into Indian territory. Alert Indian security forces have foiled a series of infiltration bids in January itself.The Army Chief said that no area of the border has shrinked and there is no change in the Line of Actual Control and border with China.
