The Rajya Sabha has taken up for discussion, the Code of Criminal Procedure Amendment Bill. Introducing the Bill, the Minister of State for Home M. Ramachandran said that the Bill aims to make it compulsory for the Police to record the reasons for making an arrest as well as for not making an arrest in respect of a cognizable offence for which the maximum punishment is up to seven years. The Lok Sabha has passed the Bill earlier. The statement of the objects and reasons for the Bill say that it has been brought keeping in view the suggestions made by the Law Commission. The Commission has held discussions with all concerned including the Bar Council of several States.
