On the second and final day of the curtailed budget session of the Sikkim legislative Assembly on Tuesday, Chief Minister PS Tamang informed about a statewide lockdown during March 25-31 to counter the COVID-19 outbreak.<br />'' <br />'' All seven bills introduced on Monday were passed with a discussion on the Fiscal Responsibility and Budget Management (Amendment) Bill.<br />'' <br />'' Mr Tamang introduced the supplementary demands for grants for financial year 2019-20 and the Sikkim Appropriation Bill for the second supplementary demands for grants for financial year 2019-20.<br />'' <br />'' Mr Tamang highlighted that budget 2020-21 is poor and youth centric. He informed that Rupees 25 crores is earmarked for skilling the youth. This includes the Sikkim Film Policy, 2020, which pledges Rupees 20 lakhs to regional filmmakers for 75% shooting in the state and for 50% of local casting.<br />'' <br />'' Mr Tamang said that the state government is focusing on agriculture, education, women empowerment and rural development.<br />'' <br />'' Mr Tamang added that the state government will consider the situation of COVID 19 for supporting the daily-wage workers. He also informed that the state government will set up a rehabilitation centre for people affected by substance abuse at Khichumdra, South Sikkim by March 2021.<br />'' <br />'' State Health Minister Dr MK Sharma informed that all suspected COVID-19 cases in Sikkim have been found negative.<br />'' <br />'' 12 demands of the second stage of financial business budgets of different departments, General budget 2020-21 and the Sikkim Appropriation bill were also passed during the session. <br />''  <br />
