Minister of State for Home R.P.N. Singh today said, Congress will not declare its Prime Ministerial candidate ahead of general elections. He told reporters in New Delhi that the party has a tradition and it never declares candidate for Prime Minister or Chief Minister. Singh said, the elected MPs or MLAs decide who would be the Prime Minister or Chief Minister.
