Congress today questioned new Army Chief Lt Gen Bipin Rawat's appointment, terming it as unprecendented. <br/><br/>Talking to media in New Delhi, party spokesperson Manish Tewari said the party does not doubt the new Army chief's abilities. He sought to know why senior people were superseded and the fourth in line has been named as new Army chief. <br/>
