Congress moves Uttarakhand HC challenging Central government's ordinance

Congress today moved Uttarakhand High Court challenging the central government's ordinance authorising expenditure in the state. The party has contended that the ordinance was brought in despite the Uttarakhand Assembly duly passing the Appropriation Bill on 18th March.<br/><br/>A writ petition challenging promulgation of the ordinance was mentioned by Supreme Court lawyer and former Union minister Kapil Sibal before the division bench of the high court.<br/><br/>The Uttarakhand Appropriation Ordinance, 2016 was promulgated by the President yesterday. The ordinance is to provide for withdrawal of certain sums from and out of the Consolidated Fund of Uttarakhand, for the services of a part of the financial year 2016-17. The state is under President's rule since last Sunday (27th March).
