Prime Minister Narendra Modi today said Congress does not have internal democracy in place. Addressing a public meeting in Surendranagar in poll bound Gujarat, Mr Modi said those who have no internal democracy cannot work for people. He alleged that the biggest disservice to Gujarat by the Congress was to divide communities. <br/><br/><br/>Mr Modi elaborated on the efforts of the BJP Governments over the last two decades to improve the water situation in Saurashtra, which has significantly helped the farmers. He said BJP's governance is inclusive and development oriented. He pointed out that Bharuch and Kutch districts have significant Muslim population and they are among the fastest growing districts in the state.<br/>'<br/>The Prime Minister also addressed public meeting in Bharuch earlier in the day. Inaugurating Shree Jogi Swami Holistic Hospital in Ahmedabad, Mr Modi said lack of healthcare facilities affects the poor adversely which is why his government made stents cheaper. <br/><br/>He said it was 'nationalism' that made his government bring Father Tom and Father Prem back from West Asia. He stressed that when Judith D'Souza was kidnapped, his government did everything possible to bring her back.<br/> <br/><br/>On the other hand, Congress Vice-President Rahul Gandhi said BJP government in the state has done nothing for the welfare of women. In a tweet, Mr Gandhi asked why the two cities of Surat and Ahmedabad are ranked among top ten cities in crime against women in the country. He said Gujarat is lagging behind in girl child education at 20th place. <br/> <br/>Meanwhile, Chief Election Commissioner A K Joti said that VVPAT machines will be used along with EVMs in all 50,264 voting booths of 182 constituencies in state. Briefing media in Ahmedabad, the CEC said if a candidate thinks that the EVM malfunctioned, he can complain about it to the Returning Officer who can refer to the slip by VVPAT Machines. He said that in order to increase confidence among voters, one polling booth will be randomly selected for counting of VVPAT slips and this will be tallied with the EVMS.<br/>Air correspondent reports that during the two day visit, the Election Commission met various political parties to understand their issues and concerns. Commission noted their suggestions for holding free fair and peaceful elections in the state. It also reviewed work of District Magistrates, SPs, Police Commissioners, DIGs/IGs and discussed issues with Chief secretary, Home secretary, DGP and other senior officers of the state government. <br/><br/>The Commission directed the State Election Machinery to ensure effective monitoring & vigilance to address concern of political parties and instil confidence in the electorate.<br/>
