Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi today said Congress conduct in Parliament particularly in Rajya Sabha indicates that it does not favour growth and progress of the country. Mr Naqvi said it appears that Congress is not ready for debate in both the Houses on any issue and their only aim is to create ruckus. The Minister hit out at the party saying whenever government wants to explain things, opposition members are in the habit of boycotting the House.
