Congress President Rahul Gandhi has asserted that his party will initiate an inquiry into Rafale aircraft deal if voted to power at the Centre.<br />'' <br />''  Addressing an election rally in Karandighi under Raigunj Parliamentary seat in West Bengal today, Mr Gandhi expressed satisfaction over the judgment of the Supreme Court on maintainability of review petition in the Rafale deal case. <br />'' <br />'' Mr Gandhi also said that the Right to Healthcare scheme will be implemented for poor citizens and high-quality educational institutions set up to ensure education for all. <br />''  <br />
