The Congress has accused the government of running away from scrutiny by lawmakers on several issues in Parliament. <br/><br/>Briefing reporters in New Delhi, party leader Anand Sharma said, the government has decided to convene the Winter session of Parliament from 15th December after the end of two-phase Assembly polls in Gujarat.<br/><br/>He alleged that it is a big setback to parliamentary democracy. He also alleged that the GDP rate has declined and unemployment is on the rise throughout the country. <br/><br/>He said, the Prime Minister and his Ministers are campaigning in Gujarat leaving the policy making and its implementation in the hands of bureaucrats.
