Congress has demanded that all expenses incurred on publicity by BJP should be included in the election expenditure of Narendra Modi and not his party.

In a memorandum to the Election Commission, Congress said the manner in which the campaign is being managed shows that it's a Modi campaign and not an election campaign of BJP.

The memorandum said, certain organisations are campaigning for BJP candidates and using religion for the purpose.

It said, no association, organisation, institution, group or any other establishment, other than a registered and recognised political party, is competent and authorised to conduct political activities.
