Congress has favoured bringing the minorities into the mainstream of national development. The party spokesman, Manish Tiwari, however, said that the issue of providing reservation to minorities cannot be seen in black and white. He said that the Ranganath Mishra Commission report on providing reservation to minorities is with the government which has to take a decision. He was reacting to a question on the West Bengal Government's decision to provide 10 per cent reservation to Muslims in jobs.
