Chief Minister Pema Khandu unfurled the national flag on the occasion and took salute from the parade.&nbsp;</span><br />'' <br />'' <span style="color: #222222;">Addressing the gathering on the occasion, Mr. Khandu said that the State is dealing quite aptly with the COVID-19 pandemic. He said Arunahcal is among the first few States in the country to do mandatory institutional quarantine and PT-PCR test for all the returnees to the State.&nbsp;</span><br />'' <br />'' <span style="color: #222222;">He said Arunachal Pradesh has the lowest COVID positive rate in the entire North Eastern States and ranked top 6 in the nation in terms of Tests per Million population.&nbsp;</span><br />'' <br />'' <span style="color: #222222;">The Chief Minister launched the Arunachal Pradesh Challenge Entrepreneurship Programme on the occasion. He also said the State government's scheme – Chief Minister Comprehensive Roads Plan 2019 to 2024 will strengthen the road infrastructure in the State. Later The Chief Minister also flagged off 10 Advanced Life Saving Ambulances.</span><br />
