China has confirmed that it is considering dropping capital punishment for some economic crimes. The proposal is to take 13 offences off the list of 68 crimes punishable by death. The State run news agency says the proposal has been submitted to China's top leaders for approval. Human rights groups estimate that thousands of people are executed in China every year, that is more than every other country in the world put together.
