China has stepped up pressure on automakers to accelerate development of electric cars by raising the first-year goal for a planned system of production quotas, however delayed its rollout from next year until 2019.<br/>'<br/>Chinese see them as a way to clean up China's smog-choked cities as well as a promising industry.<br/>'<br/>Electrics will have to make up at least 10 percent of each automaker's output, an increase from 8 percent in an earlierm proposal, and those that fail to meet their goals can buy credits from competitors that do, as per the regulations released last night by the Ministry of Industry and Information<br/>Technology.
