The Chief Election Commissioner today informed political parties that a detailed mechanism has been put in place for monitoring of expenditure, cash flow, distribution of liquor, food gifts and tokens, etc. in the five states going to polls. Dr. S. Y. Quraishi, while addressing representatives of political parties from these states, said that the Commission was keen that political parties have clear understanding of the new provisions so that there is no violation. He urged political parties to avoid cash transaction and called for opening separate bank accounts for election expenses as per the guidelines of the poll panel. Dr. Quraishi said, the institution of state and district level committees to keep a watch on paid news will come into force from tomorrow. Election Commissioner V. S. Sampat and H. S. Brahma also clarified doubts of political parties regarding new rules and regulations. Our correspondent reports that political parties called for stronger measures against paid news and wanted the poll panel to take up the issue with media houses for formulating a code of conduct for them.
