Chidambaram suggests bifurcation of Home Ministry

Calling for a bold and radical restructuring of the country's security set up the Home Minister Mr P Chidambaram suggested the bifurcation of his Ministry and the setting up National Counter Terrorism Centre (NCTC) by the end of next year. Mr. Chidambaram said the Home Minister should be devoting full time and energy to the matters relating to internal security. The Home Minister said this is imperetive given the present day challanges. He said number of functions that have no relation to internal security should either be dealt by a separate ministry or brought under a separate department under a Minister who should work independently.<br/> <br/>Giving the annual Intelligence bureau Centenary Endowment lecture in New Delhi on Wednesday, the Home Minister P Chidambaram said that the NCTC will have the goal to prevent, contain and respond to the terrorist attacks and will perform the functions relating to intelligence, investigations as well as operations. He said the NCTC will be under the Home Ministry and other agencies including the National Investigating Agency, and NSG will be brought under it.<br/> <br/>He said this is necessary for one Head of the pointing to the gaps in the visa system, Mr. Chidambaram said that this has been exposed in a number of cases including the case of terror suspect David Headley. He said that there is a need to create a full proof system. Mr. Chidambaram said that there is still some distance to cover before it can be claimed that India has acquired the capacity to respond swiftly and decisively to a terror attack.<br/> <br/>While emphasising the need not to be complacent, Mr. Chidambaram said that there is some improvement in intelligence gathering and 12 to 13 terror attacks have been neutralised this year.<br/> <br/>In Andhra Pradesh, Telangana Rastra Samithi (TRS) president Chandrasekhara Rao lead over 30 MLAs and elected representatives across party lines in announcing resignations protesting against the Centre’s latest announcement on Telangana issue. Expressing fears that Telangana issue would be put on backburner again as there was no mention about any time frame for consultations in the latest announcement by Union Home Minister Chidambaram.<br/> <br/>Announcing formation of a Joint Action Committee to agitate for achieving separate Telangana state, the TRS and other parties supporting statehood for Telangana have called for 48-hour long bandh in the region. Congress leaders from Telangana also joined the TRS in calling for bandh in the region from today.<br/> <br/>Meanwhile, protest demonstrations broke out across the Telangana region following the Centre’s announcement. With some protests turning violent, police resorted to lathicharge at Warangal leading to stampede in which several persons injured. In Hyderabad, the mob damaged nearly 15 buses and burnt a Government office. The crowd damaged about 20 buses on the Karimnagar-Hyderabad highway, laid siege to the Hanamkonda police station and damaged some public properties.<br/> <br/>On the other hand, Chief Minister Rosaiah said after a cabinet meeting late last night that Chidambaram’s statement was clear, balanced and reflected the feelings of people of all the regions.<br/><br/> <br/>
