Calling for a bold and radical restructuring of the country's security set up, Home Minister P Chidambaram has suggested the bifurcation of his Ministry into security and non-security divisions. Unveiling the proposal while delivering the 22nd Intelligence Bureau Centenary Endowment Lecture in New Delhi yesterday, the Home Minister proposed the setting up of a National Counter-Terrorism Centre (NCTC) by the end of next year. Mr. Chidambaram said the Home Ministry should be devoting full time and energy to the matters relating to internal security which is imperative given the present day challenges. He said number of functions that have no relation to internal security should either be dealt by a separate ministry or brought under a separate department under a Minister who should work independently.<br/> <br/>The Home Minister said that the NCTC will have the goal to prevent, contain and respond to the terrorist attacks and will perform the functions relating to intelligence, investigations as well as operations. He said the NCTC will be under the Home Ministry and other agencies including the National Investigating Agency, and NSG will be brought under it.<br/><br/>
